New Jersey Transfer Law

New Jersey passed a law, the Lampitt Bill, in September 2007 regarding transfer from New Jersey community colleges to New Jersey four-year public colleges. The law provides for transfer of up to 60-64 credits for AA and AS degree graduates, but there are rules and regulations.

FACTS:

  • The law applies to AA and AS (transfer) degree programs, not to AFA (transfer) or AAS (career) programs.

  • It is valid only for NJ public institutions.

  • Major to major transfer will work best under this law. If you change your mind about what you want to study after you transfer, you may not get credit for all of your courses.

  • Some majors at four-year colleges will take more than an additional two years to complete because program requirements are more than 120-128 credits (Architecture and Engineering are some examples).

  • The law does not guarantee that you will be accepted; transfer admission to a public four-year college is still competitive. Some majors require you to complete specific courses and require higher grade point averages to be eligible (Business, teaching programs, engineering are some examples)

  • Follow General Education requirements listed in this catalog carefully.

  • Choose your transfer major carefully.

  • Choose your transfer school(s) as soon as you possibly can.

  • Check your transfer school(s) program requirements (prerequisites and course level, etc.).

Transfer Programs

The Associate in Arts (A.A.), Associate in Science (A.S.) and Associate in Fine Arts (A.F.A.) degree programs are designed for transfer to four-year colleges. These degrees give students grounding in their major fields of study, along with the general studies required of freshman and sophomores in four-year schools.

Many Brookdale graduates transfer to four-year colleges to obtain baccalaureate degrees, with the largest number being accepted by Rutgers, Monmouth University, Georgian Court University and New Jersey City University at the  Partnership Program at Wall. Students who plan to transfer should work closely with their counselor/advisor and should identify a major and potential transfer institution as early as possible.

NJ Transfer

NJ Transfer is a website that provides information on transfer of community college courses to four-year institutions within the State. The initiative was developed jointly by the New Jersey Commission on Higher Education and the New Jersey Presidents’ Council, and evolved from the Rutgers University transfer pilot program (ARTSYS). Its many features allow you to learn which community college courses transfer to participating NJ four-year institutions and how they satisfy baccalaureate degree requirements for specific majors.

The following four-year institutions in New Jersey are participating members of the NJ Transfer system: Berkeley College, Bloomfield College, Caldwell College, Centenary College, College of Saint Elizabeth, DeVry University, Drew University, Fairleigh Dickinson University, Felician College, Georgian Court University, Kean University, Monmouth University, Montclair State University, New Jersey City University, New Jersey Institute of Technology, Ramapo College, Stockton University, Rider University, Rowan University, Rutgers University, Saint Peter’s College, Seton Hall University, The College of New Jersey, Thomas Edison University, and William Paterson University.

Transfer Agreements

In addition to NJ Transfer, the College has developed Transfer/Articulation Agreements for one or more programs with the following New Jersey College/Universities: Berkeley College, Bloomfield College, College of Saint Elizabeth, Drew University, Georgian Court University, Monmouth University, New Jersey City University, New Jersey Institute of Technology (NJIT), Pillar College, Ramapo, Rider, Stockton University, Rowan University, Seton Hall University, Thomas Edison University, and William Paterson University.

The College also holds Transfer/Articulation Agreements for one or more programs with the following out-of-state institutions:  Delaware State University, East Stroudsburg University, Goddard College, Laboratory Institute of Merchandising (LIM), Marymount Manhattan College, Metropolitan College of New York, Nova Southeastern, The New School, Pennsylvania College of Technology, Pierce College, Saint Joseph’s College On-Line, and Savannah State University.  Internationally, the College holds agreement with Aberystwyth University, Wales, UK, American University in Paris, France and University of Lincoln, Lincolnshire, England. Reverse Transfer

Students who complete a minimum of 45 credits at Brookdale Community College toward a degree and transfer to another accredited college or university are eligible to have future credits earned at the institution to which they transfer, apply towards the completion of their Brookdale associate degree.

Students must have completed at least half of their credits from their program (major); as well as, at least half of their total degree credits at Brookdale. A student can reverse transfer up to 15 credits from another accredited institution toward a Brookdale degree. The proposed credits will be reviewed, evaluated, and may be applied toward a degree program effective in the College Catalog when the student was last enrolled.

The Reverse Transfer Application must be submitted with an official transcript within four year since the student’s last completed term at Brookdale. In exceptional circumstances, an appeal may be made to the Vice President of Learning. Additionally, the student must follow College Regulation 6.1003R, governing “Transfer Credit.”

Dual Degree Program

The Dual Degree Program (DDP) is an agreement between Rutgers University and the 18 New Jersey community colleges. Through DDP, Rutgers offers a select group of first-year applicants the option of beginning their Rutgers career by enrolling at a New Jersey community college. Upon completion of an Associate in Arts or an Associate in Science degree at Brookdale, DDP participants will be admitted to at least one college of Rutgers University provided a cumulative grade-point average of 3.0 has been achieved in a Recommended Transfer Program. (See NJ Transfer). To be considered for this program, New Jersey high school students should complete a Rutgers application by the December 1st priority application date. Dual Degree Program students should work closely with their counselors to determine course selection and program requirements. 

Career Programs

The Associate in Applied Science (A.A.S.) degree programs are career-related. Students receive education and training in the skills needed for employment, plus the general studies designed to turn out well-rounded employees. While some credits may transfer to four-year institutions, the A.A.S. programs are not designed for transfer.

Graduates of Associate in Applied Science Programs (A.A.S.) can transfer to baccalaureate degree programs designed to build upon the education provided by career programs. Brookdale maintains a partnership at the Freehold Center with Rutgers University for the Liberal Studies Program and holds a Dual Admission Agreement with Georgian Court University which includes the Bachelor of Arts in Applied Arts and Sciences Degree. Both of these programs are designed to complement the education provided in AAS career programs. Articulation agreements with four-year institutions for specific programs may also be available. The Brookdale Rutgers Partnership

Brookdale graduates may complete a Rutgers University Baccalaureate Degree at the Lincoft Campus. Rutgers currently offers degree programs in Business Administration, Criminal Justice, Labor and Employment Relations, Journalism, Liberal Studies, Nursing, Political Science, Psychology, Public Health and Social Work. Graduates of Brookdale’s A.A.S. programs may continue studies toward a B.A. in Liberal Studies or an B.S. in Public Health. Additional programs are planned for the future. Dual Admissions Programs

Brookdale participates in Dual Admissions Programs with Georgian Court University and New Jersey City University. Students can be simultaneously admitted to Brookdale and Georgian Court University or Brookdale and New Jersey City University, or enroll in either of the Dual Admissions Programs any time prior to their last semester at Brookdale. The program ensures qualified students admission to the specified Georgian Court University or New Jersey City University Bachelor’s Degree programs as outlined in the tables below. Brookdale participates in a Guaranteed Transfer initiative with Rider University that provides Brookdale graduates with guaranteed admissions to the Rider University programs as outlined in the table below.  Provisions include waiver of application fee, acceptance of all credits which count toward the Associate of Arts and Associate of Science degree as outlined in the Program to Program Agreements, scholarship eligibility, and transfer with full junior status.  Students submit an Intent to Transfer Form prior to their final semester at Brookdale.  See your counselor/advisor or call the Director for Transfer Resources/Articulation 732-224-2015 for more information.
